有人问拜登赦免福奇是不是说他有罪，并不是，拜登在声明里特意说明了：
“我们国家对这些公务员为国家不懈的奉献心怀感激之情。
Our nation owes these public servants a debt of gratitude for their tireless commitment to our country.
颁发这些赦免不应被误解为承认他们存在任何不当行为，接受赦免也不应被曲解为对任何罪行的认罪。
The issuance of these pardons should not be mistaken as an acknowledgment that they engaged in any wrongdoing, nor should acceptance be misconstrued as an admission of guilt for any offense.”
